Converter, posi and sticky tires. If you can't stick it to the ground then you're just blowing smoke. (Sorry Tony Stewart)
Maybe add some traction bars or improved rear suspension like a 4-link to improve things more.
I guess the real question is "Where are you going with this?" Some may say a DVD entertainment system would be best or maybe some 26's.

A Tornado and NOS fuel additive
i ment performance upgrades, by bad
what do you mean by best?
hp per $
max hp
gas mileage
if its any of those I vote for
undercar neons and chrome valve covers
01 ecsb 5.3 4x4 z71
Avalanche 17s and a pant load of miles
61 Corvette
350, 4 speed, 4.56's
32 Ford 4 door sedan
keeping it "stockish"
anything, its an open ended question, just say why you picked that afterward =]
dollar per hp
probably exhaust, intake, tune, ud (in that order...assuming free/super cheap mods are done)
dollar per better gas mileage prolly ud, exhaust, intake, tune
blown transmissions are about as useful as 97% of the guys on this forum
