Bolt Torque Specs: Dry vs Lubricated

Hello All,

First time posting.

I'm trying to find info about torqueing my LS TTY head bolts.
I know that torqueing lubricated bolts is much less than dry bolts to acquire the same effective pre-load. I've read it can be as much as 40% depending on the lube used.

I do see some videos with folks pouring / dipping bolts in clean engine oil while soaking the excess on a rag before install. My question is do we default the torque specs assuming a dry or lubricated fastener?

Note I found:

"Dry bolt torque requirements are approximately 30-40% higher than lubricated bolts depending on the lube. If the bolt is lubricated with SAE 30 oil - the torque compared to a dry bolt is reduced approximately 40%. Note that if torque specified for a dry bolt torque is applied to a lubricated bolt - the bolt may overload and break."
