How you guys pass inspection without cats?

I had the same problem with the raspy exhaust, I cured it by installing a 14'' glasspack muffler at the end of the tailpipe right before the exit. I also have a single 18'' magnaflow... It still has great tone but without the crackle at different rpms...
YES!! Well, they haven't caught on that i don't have them, but it still fails the actual emissions part lol. The two speed test gets me for high HC levels at idle, so it looks like i HAVE to add cats. Looking at Magnaflow metallic spun hi-flows.
I am also hoping adding the cats will cut out some of the raspiness my exhaust seems to have (stock manifolds, true dual to 40 Flowmasters).

I know someone that put a stock muffler from something else back on then put a Magnaflow right at the rear.
The guy can fess up if he wants to. He has F-car headers too.....
What is the smallest cat you guys have seen, when I say smallest I mean overall length?
