I don't see a problem mounting the pump on the frame, below the driver seat area. Where the frame is low. It's down the line but lower.
I have mine mounted in that area along with other high hp trucks and we have zero fueling issues.

My fuel pressure doesn't move a mark and there's always fuel there with the key off.

See that's where it's at now. But half tank and it won't pick up fuel hardly at all... The line goes up over the frames c notch so I was thinking that rise is about a foot higher than tank and pump. Maybe that's my issue

I've installed many pumps mounted in that area and never had an issue.
Just for example, my two lines come out of the cell, along the bottom, 90deg up along the front of the cell, over the axle along the frame, into one filter, pump, filter, which are mounted on the side of the frame.
The a1000 ran fine like that, and now the pro series does fine.

When launching, since the sump is in the rear and so is all the fuel, and you have 1/4 tank, there's no reason the pump won't suck fuel.

Just going over the basics, did you check the filters? Is the pump strong enough or is it getting weak?
Gotta enough wire going to the pump? Terminal/connections?

Filters clean and pumps brand new....literally no miles on it yet. Just me messing with it is making all this happen. Wiring is a massive ractronix kit for the pump only. Soldered connections and pulling power straight off alt....now idk if it makes a diff but mines not that far up forward. It's about where the front leaf spring hanger is. Further up the frame would be lower overall than mine is right now by prolly 10inches.
