Alot of aftermarket regulators wont hold pressure like a factory regulator does. Try blocking flow on the return hose and see if it still bleeds off or holds pressure. If it does hold pressure then you know its the fpr. if it still doesnt hold pressure then start looking further down the fuel setup for leaks or a leak in the pressure hose inside the tank.

EDIT: if i would have read all the post i would have seen that farmtruc already said all that.

I played with it a little this morning. It is in fact leaking down inside the tank. Im running e85 so when I built the bucket I used -6 braided hose and hose clamps to connect everything together is there a better ethanol resistant hose that I can use that is a little bit easier to work with?

I have been on the hunt for some good flexible fuel line to replace it with but nothing yet. I just use -6 braided line and make a big loop with it that way it has some flexibility to it when re-installing the pump assembly.
If anybody knows about some good replacement line I would like to know. Something similar to factory would be nice

Gates makes some but it's 20 dollars a ft. I said screw it dropped the tank again and figured out where my leak was. So now I got steady fuel pressure.
