Find someone with a tuner package for Generation 3 engines and ask them to turn it off. You can pay somebody to tune a PCM for you and they can turn off all the things you don't need turned on in your application. NelsonPerformance.com can send you a PCM to fill your needs, you just send him your old one in return. Allen Nelson can turn the emissions items off, the VATS, and calibrate the system for a speedometer for whatever size tires you need. He can do that for a very reasonable one time fee. You can re-use your steering column and ignition key, along with the body control module to let the engine start and run. You must have all those parts in order for it to continue to run. The BCM sends the signal to the PCM to start and continue running, otherwise it will only run for a couple seconds and then die. If you get the VATS turned off in the PCM you will not have to use the factory steering column and BCM.
