I'm a automotive painter. use a scuff pad with water. go to a auto paint store and get SEM soap. wet the pad put the soap on it and sand it. it will clean the oils out of the plastic. if you are painting it a light metallic color like silver or gold use a grey scuff pad. if its a red blue green black white use a red scuff pad. but dont scuff real hard with the red pad. it can cause deep scratches in the plastic.
a scotchbrite pad might work well to
