rubber on side of truck

I tried to rub it with my finger/ fingernail no luck. I cant feel it on there though, I hope buffing will work, If im gonna do that I should get it debadged and cleaned up too. Hey mabye red03silss could fix it, an my wifes bumper too?

i used to detail vehicles and we had a little rubber wheel that went in a cordless drill that took out marks like that or a good gritted compound with a bit of buffing... ive done worse.. i watched my boss pretty much wet sand an absolutely nasty key line down a guys show truck looked amazing after..
