i read a lot about new cams but hardly anyone mentions getting new lifters. does everyone just re-use their lifters?

yes, the lifters are reused.

if you're gonna pull the heads, (which isn't required to do the cam swap), then go ahead and install some fresh lifter from Scoggin Dickey, I've had good luck with the caddy lifter, good for most of us.
