fuel and fan relay clicking

Just got a swap up and running. 5.3 with 01 pcm. Drive by cable. 4l60e. It runs fine but the fuel relay is rapidly clicking. I've got electric fans wired in. Number 1 fan comes on as it should. Number 2 fan relay constantly clicks and the fan will not engage. Anyone had this problem before. I'm going to try something with the ac settings in the tune this afternoon to hopefully fix the fan but i'm clueless with the fuel relay.

I've seen this when a ground and ignition going to a relay are on the same circuit. You're thinking short and I would too. Disconnect a wire or two on the trigger side and see if it quits clicking. Just s thought.
Or could be a bad relay, usually the issue.
