If he's starting out with $1000 and wants to see 1/4 mile results, a tune and a cam would be better I would think...If he spends it all on a locker, he isn't going to have the power to make any real use of it.

If you don't do a posi at least get some super sticky tires to hook your one wheel peel to the track. If you're spinning your tires, you're not going anywhere fast.
I figure i'll start with a tune and work my way up from there, as far as hooking up goes i would like to start building that after i get some power and i already have a set of mt drag radials i can use

Something with a lot of torque given your extended cab. I would give a Z06 cam a try. Specs are: 204/218 dur 0.550/0.550
If you decide against that, I would stay 220/220ish or less on a 114 lsa. Texas Speed has good deals if you don't want to buy used: example
Cam opinions are pretty varied though...
Some guys will tell you to go big - 224/224 or more. Kind of personal preference. Heavier trucks need more torque.
There are a thousand cam/coverter combinations you can do.

Couldn't he just find some cheap used parts and get similar results with just bolt on type stuff. aka cai, big tb, exhaust parts, etc.....
1000bucks gets quite a few used parts
