Go to O'reileys or Vatozone & rent a 5 or 7 ton 3-jaw puller.

If you're breaking pullers you're doing it wrong. You should be pushing only on the bottom of the hole. If you're pushing on the flange with a flat pusher bigger than about 7/16" then your just pushing on the pulley.
The best puller I have came from Sears. Its $70.00, but well worth it.
It has a spin ring that will clamp the jaws down so you dont have to hold them.
I bought a cheap puller from oreliley's and it worked great. If you pull on the little flanges on the inside of the pulley, the pulley will hold the jaws from popping off. I left the bolt in but only threaded in a few turns to press against. The puller I used is a little larger than the one in the picture. I think it is a Chrysler 3 jaw puller.
